ECI: Rajiv Kumar to take charge on 01 September

Rajiv Kumar (Retd IAS:1984:JH) is all set to take charge as Member, Election Commission on 01 September He demitted office n Thursday as the Chairman, PESB. Reportedly, Ashok Lavasa will join Asian Development Bank as Vice Chairman on 31 August. Kumar, the third on the seniority list, will have a tenure up to 18 February 2025.

Chief Election Commissioner for 2024?

The President of India is reported to have accepted the resignation tendered by the Election Commissioner Ashok Lavasa (Retd IAS:1980:HY) with effect from Aug 31 following which the appointment of the new Election Commissioner is expected in a couple of days. Lavasa is set to proceed as Vice Chairman, Asian Development Bank (ADB).

Amid the unfolding scenario, the incumbent Union Revenue Secretary Ajay Bhushan Pandey (IAS:1985:MH) is said to have been the frontrunner for the post but there are other contenders as well. Pandey would complete the superannuation age in February next year. In case he becomes CE he will have a tenure up to February 2025. On the other hand, it is believed that Pandey may get a key assignment in the World Bank. 

It is further understood that whosoever is appointed as EC will be the Chief Election Commissioner during 2024 Lok Sabha polls.

The incumbent Chief Election Commissioner (CEC) Sunil Arora’s (Retd IAS:1980:RJ) tenure is ending April next year following which Sushil Chandra would replace him as the next CEC. Chandra’s term would end in May 2022. As the second senior-most EC in May 2022, next to Sushil Chandra (Retd IRS IT:1980), would be the next CEC in 2024.  

It may be interesting to watch who next; Ajay Bhushan Pandey or 'someone else'.

ADB: Will an IRS officer replace Dr Shivaji as ED

The NaMo administration is expected to finalize and announce the successor of Dr Kshatrapati Shivaji (IAS:1986:MH) in the Asian Development Bank. The post fell vacant after Shivaji’s term ended in December last year. Shivaji served as ED, ADB since December 2016.

If some well-placed sources are to be believed The NaMo administration is considering an IRS officer for the post of ED, ADB.

It may be mentioned that ADB picked two senior officials, with the concurrence of Govt of India, in the last five months. Nilaya Mitash (IAS:1991:KN) was picked for the post of Principal Operations Coordination Specialist (Regional Cooperation) in March 2020 whereas it announced, last month, Ashok Lavasa (Retd IAS:1981:HY) as Vice Chairperson, ADB.

India is represented through an Executive Director in ADB; an international financial institution that aspires for an inclusive, resilient, and sustainable Asia and the Pacific.

With Ashok Lavasa (Retd IAS:1980:HY), next in line to head the poll panel, appointed as the Vice Chairman by the Asian Development Bank, the hazy picture gets clearer now. The deck is clear for another retired bureaucrat to get a post-retirement assignment.

With almost two years left in his term at Election Commission of India (ECI), Lavasa would have superannuated in October 2022 as the Chief Election Commissioner. As the next Chief of ECI, Lavasa would have conducted Assembly elections in West Bengal, Uttar Pradesh, Uttarakhand, Manipur, Punjab and Goa.

As per provisions Sushil Chandra, the second senior-most to the incumbent ECI Chief Sunil Arora, remains as the natural claimant for next Chief Election Commissioner.

Even though Lavasa was appointed as VC of ADB but all it took place with the concurrence of the Government of India itself which is being seen as a clear case and well-anticipated example of ‘Kicking upstairs’.

There is a murmur in the power corridor ever since news broke out about IT notices served on Novel Singhal, a former banker turned director of several companies. Though it appears to be a routine exercise but it sought the attention of the entire bureaucratic fraternity across service and batch.

IT department sought some clarifications from Ms Novel Singhal is a routine thing but they are being looked upon as gesturing, posturing and messaging for the entire bureaucracy. The message is loud and clear: Either be right or stay upright.

Ms Novel is the wife of Election Commissioner Ashok Lavasa who once served as Union Finance Secretary and during the 2019 Lok Sabha elections; Lavasa expressed his dissent over the implementation of model code of conduct.
