While the postponement of selection interview is not an unusual thing, the reason for which it was canceled makes it an uncommon issue. To a great extent, the reasons can be attributed to the new changes made into the norms for shortlisting of candidates, newly introduced categorization of 'cognate group' and criteria of internal and external candidates, and the clause of 'job hopping'. Reportedly, altogether six internal candidates were shortlisted which included 01 Directors and 07 GMs (04 internal & 02 external). At least 3-4 directors could not be shortlisted due to the clauses related to 'job hopping' and the definition of internal and external candidates. Reportedly a presentation was made recently to PESB by the stakeholders stating that the present norms eliminate  Director level candidates and widen the scope for GM rank officials. This may lead to a situation where GM rank officials would have maximum chances to become CMD. It is reportedly argued that Director level candidates serving in subsidiary companies of CIL should have been treated as internal candidates, thus widening the scope for Director level candidates and make a fair play for all. Probably this anomalous situation underlined the need for cancellation of the selection interview for the post of CMD BCCL. And if this is the reason, then the criteria and norms would have implication over several other selection interviews which are lined up this month.
