Uttarakhand Chief Justice KM Joseph, who was transferred within days of delivering a judgement quashing President's rule in the state, is yet to receive his transfer orders - almost two months after the Supreme Court collegium's recommendation to this effect. Although the law ministry had cleared some of the top court's collegium recommendations regarding transfer and elevation of at least five judges just a few days ago, Justice Joseph's name didn't figure in the list. Justice Joseph is to be transferred to the Andhra Pradesh High Court. Of course, there is no outer limit within which the government has to clear the top court collegium's recommendations. But they are expected to be cleared as soon as possible according to the convention.
