The Information Technology department of Delhi government was handling this project. In February, Chief Minister Arwind Kejriwal said that IT department had no utility and therefore this department should be closed. Kejriwal decided that the Public Works Department should implement this project. Now, PWD had expressed inability to implement this project. Prior to 2015 Assembly polls, Aam Aadmi Party lured the youth promising free Wi Fi across the city. Thousands of youth voted for Kejriwal expecting free Wi Fi. This government completed three years in office but the Wi Fi project has not seen any progress. Soon after assuming charge in February 2015, Arwind Kejriwal created Delhi Dialogue Commission and this Commission was given the charge to do research and draft the broad contours of free Wi Fi system. Delhi Dialogue Commission failed to live upto expectations and its vice chairman Ashish Khetan resigned few days back. The Minister in-charge of IT Kailash Gehlot formed a high level committee consisting of expert from IIT Delhi to implement the free Wi Fi project. But the chief minister Arwind Kejriwal said that the IT department had no utility. He prevailed and decided that PWD will implement this project. The PWD officials cited lack of manpower and lack of expertise to withdraw from this project. PWD is already burdened with several projects. As on today, free Wi Fi project is neither a part of IT nor PWD, this project is gathering dust as the chief minister has to take a call who will implement this project.
