If one goes by the appointment of Sanjay Mitra (IAS:1982:WB) as next Defence Secretary, it appears that the NaMo administration clearly drew the cut-off point for the appointment of next Cabinet Secretary when P K Sinha completes his tenure on 14th June 2018. It has cleared the prospects for a 1981 batch officer to become next Cabinet Secretary while keeping the option open for a 1980 batch officer as well. The second striking feature of the reshuffle is that Anant Kumar Singh (IAS:1984:UP) was declared 'opener batsman for Team 1984' and he is the first from his batch to be posted as Union Textiles Secretary. Every decision and move at the top have some implications and messages. The lLateral shift of Ms. Rashmi Verma (IAS:1982:BH) from Textiles to Tourism is fraught with meaning. One may recall the old media reports which said that Textiles Minister Smriti Irani and the Secretary were at loggerheads. There might be some specific administrative reasons for this lateral shift which only few top authorities might be aware of. While reading between the lines, one may appreciate the NaMo administration's precision in handling such cases with much ease and comfort. Had the NaMO administration shifted Ms Verma amid media reports, it would have been distasteful to the stakeholders. But the timing of the lateral shift from Textiles to Tourism sets an example of graceful personnel management. The appointment of Jagdeesh Prasad Meena (IAS:1983:AM) appears another fraught case. Meena was the only officer from his batch who was empanelled as Secretary and was waiting hopelessly for posting.  His long patience finally paid off. The appointment of Rakesh Srivastava (lAS:1981:RJ), currently Secretary, NCBCS, as Secretary, Ministry of Women & Child Development, too, is being seen as another bright spot as the senior officer had been keenly waiting for the day to see a graceful end of inning as Secretary, Govt of India. The last but not the least important is the post of Secretary Telecom that still lies vacant along with the important department of Road Transport & Highways vice Sanjay Mitra who was named as OSD, Ministry of Defence.
