As many as twelve top civil servants were transferred and posted after Capt Amrinder Singh assumed office as CM. 1984-batch IAS officer Karan Avtar Singh appointed Chief Secretary with additional charge of Principal Secretary of the Departments of Personnel, General Administration, Vigilance and Investment Promotion. Capt Amrinder picked Tejveer Singh (IAS:1994:PB) as his Special Principal Secretary along with additional charge of Secretary Information and Public Relations and Secretary, Civil Aviation.
Former Chief Secretary Sarvesh Kaushal (IAS:1982:PB) has been made Special Chief Secretary-cum-DG of Mahatma Gandhi State Institute of Public Administration.
Surprisingly Himmat Singh (IAS:1980:PB) who was considered a serious claimant of CS post has been posted as Special Chief Secretary Horticulture with additional charge of Special Principal Secretary, Forests and Wildlife.
Karanbir Singh Sidhu (IAS:1984:PB) has been made Special Chief Secretary, Revenue and Rehabilitation, and Irrigation whereas Nirmaljeet Singh Kalsi (IAS:1984:PB) has been posted as ACS, Home Affairs and Justice with additional charge of Agriculture and Removal of Grievances Departments. Kalsi will also serve as Principal Resident Commissioner (Investment Promotion and Industrial Liaison) at Punjab Bhavan in New Delhi.

Krishan Kumar (IAS:1997:PB) has been posted as Secretary, Expenditure and Secretary, Personnel.
