Indianmandarins has reliably learned that the Department of Public Enterprise (DPE) has disassociated itself from the Standing Conference of Public Enterprise (SCOPE) over what it sees as the latter's failure to initiate action over the issue of 'irregular continuation' of present SCOPE DG even after receiving its advice in this regard.

 

DPE has reportedly intimated all CEOs and MDs of PSUs which are members of the SCOPE of its decision to disassociate with the SCOPE.

 

Reportedly, the Department of Legal Affairs had advised the DPE that the idea of extending the present DG's term beyond 31 October 2017 was arbitrary and against the standard practices and procedures. 

 

Well placed sources in CPSEs revealed that the SCOPE has been asserting its independence so much so that it has been denying adherence to DPE’s suggestions to correct certain aberrations and arbitrariness pertaining to the tenure of DG, senior functionaries and standard audit norms etc.

 

According to the allocation of Business rules, matters pertaining to the SCOPE fall within the purview of the DPE and it had written to the SCOPE several times that the continuation of the DG SCOPE beyond 31 October 2017 was not legally tenable and therefore he should be advised to demit office. It may be mentioned that Dr U D Choubey has been serving as DG since 01 August 2009 and will be completing 70 years of age next year.

 

However, SCOPE did not take action and the incumbent has been allowed to continue 'irregularly'. Therefore, the DPE decided to disassociate itself from the SCOPE and may not attend future meetings of SCOPE Executive Board & General Council Meeting or any other activity of the SCOPE till the latter complies on the critical issue of the continuation of the current DG.

 

It may be recalled that applications were invited for selection of a new DG SCOPE through an advertisement on 29 August 2018 which clearly stated that the tenure of DG will be for a period of five years (03 + 02) or till 65 years of age but it missed out to mention the date of the vacancy. A four-member Selection Committee for DG post was constituted in September last week.

 

Though DPE had, in its letter dated 27 September 2018, underlined that the issues regarding the selection of new DG and continuation of the present DG were two separate issues and these might be delinked.
