BJP's Delhi MLA Vijender Gupta has an uncanny ability to spark storm and love to be in its eye. Recently, he has been slapped with a notice seeking an explanation from him for an article in which he favoured abolition of Rajya Sabha. Delhi assembly speaker Ram Niwas Goel with whom Gupta has the best of 'cordial' relations has sent him the notice following a communication from Rajya Sabha chairman Hamid Ansari. Gupta may well do what Union Finance Minister Arun Jaitley did when he too was slapped with a similar notice following his questioning of Rajya Sabha's power to veto decisions taken by Lok Sabha (on the issue of GST bill passage). Jaitley replied to the notice quoting the UK's Salisbury Doctrine, which says the upper house can return a legislation passed by the lower house once or twice and that it cannot oppose a legislation after a second or third reading. He has also attached a copy of the Salisbury Doctrine in his reply. Gupta may well do the same and get away with his statement.
