With only 14 days remaining for the completion of tenure of the outgoing Defence Secretary, G Mohan Kumar (IAS:1979:OR), the NaMo administration is set to name his successor as OSD, Min of Defence.
The officer named will receive the baton from G Mohan Kumar on 25th of May 2017 and may continue till May 2019. It is expected that the appointment may set the cut-off mark and may clear the ground for the appointment of the next Cabinet Cabinet Secretary or further extension of incumbent when P K Sinha completes his one-year extended tenure in June 2018.
It is noteworthy that in the past decade, none of the Cabinet Secretaries had their seniors serving under them. So the batch of service and seniority of the heir apparent of Mohan Kumar would certainly draw a line for the next Cab Sec.
As for example, in case a 1980 or 1981 batch IAS officer is named as Def Secy, then it may rule out the possibility of a 1981 batch officer succeeding Sinha in June 2018. Vice versa, it may also be assumed that if the NaMo administration desires to maintain the prospects for a 1981 batch officer, then certainly the next Defence and Home Secretary posts would be given to officers belonging to a 1982 batch or maybe 1983 batch as well.
Indianmandarins has learned that the outgoing Power Secretary, Pradeep Kumar Pujari (IAS:1981:GJ), may be picked up as next Defence Secretary - a post which is set to fall vacant this month. There are also speculations that either Ashok Lavasa (IAS:1981:HY) or a 1981 batch IAS officer of Tamil Nadu cadre A K Gupta (Secretary, Defence Production) could also be picked up for the job if Pujari's appointment doesn't come through. C K Mishra's name (IAS:1983:BH), too, is also doing the rounds as he acquired a fair degree of experience and insight as PS to former Defence Secretary, George Fernandes.
In another few days, the appointment of next Defence Secretary may clear all the issues involved. By any means, there are reasons to assume that G Mohan Kumar's successor may certainly set a cut-off mark for the next Cab Sec.
