Reportedly, the CBI has prepared a charge sheet against Singh. Before the Bureau initiates action, it is imperative for Singh to resign. Left with no alternative, Singh reportedly resigned on September 22 though with a heavy heart. May it be noted that Indian mandarins had way back on July 06, 2016 reported that Singh may be asked to resign from UPSC. The case against Singh pertains to alleged irregularities in the allocation of industrial plots at Panchkula in 2012 when CM Hooda was also the Chairman of Haryana Urban Development Authority (HUDA). It may be noted that the CBI, on May 02, 2017, had questioned Singh in connection with its probe into alleged irregularities in the allocation of industrial plots at Panchkula, in which former CM Hooda is also named as an accused. While serving as an Additional Principal Secretary to the CM between 2010 and 2013, he played a crucial role in the allotment process. According to the FIR, industrial plots were given to fourteen people by allegedly manipulating certain provisions of allotment. The FIR alleged that those 14 allottees were allowed to submit their applications on January 24, 2012, whereas the last date for submission was January 6, 2012. The FIR also alleged that ineligible beneficiaries were allotted plots at rates lesser than the prevailing market rates, causing financial loss to the tune of several crores of rupees to the state.
