More than a 100 Central government officers of the rank of under-secretary and deputy secretary, led by an additional secretary and assisted by a team of six joint secretaries, will go on a 12-day tour of duty to 103 districts spread across 21 states to train and inspire frontline officers into the nitty-gritty of implementing crucial central and state schemes exposed to high public interface. A brainchild of Prime Minister Narendra Modi, the exercise is modeled on the results of a pilot project taken up in 2014-15 in three states and is aimed at bringing back the citizen as the focal point of governance. Official trainers in each district will also include a lady trainer, a psychologist or a behavioural science expert and a motivational speaker. According to the roster drawn up by the Department of Personnel and Training, central officers will primarily, but not exclusively, interact with, and train, fresh Group B and Group C state government officers dealing with land revenue, health and family welfare, education, urban development, rural development, women and child development and social welfare. About 70 officers from each of the 103 districts (four-five districts from each of the 21 states) have already been identified. The cost of their training will be borne by the Central government. Prominent among the districts selected for the purpose are Lucknow, Kanpur, Allahabad, Gurgaon, Jaipur, Udaipur, Thane, Amravati, Kottayam, Kozikode, Thiruvanthapuram, Amritsar, Baramulla, Doda, Mysore, Shimla, Bengaluru, Madurai, Kanyakumari, Bhopal, Gandhinagar, Surat, Rajkot and Vadodara.
