New Delhi (30.12.2025): The Appointments Committee of the Cabinet (ACC) on Tuesday cleared a major reshuffle involving 40 officers from the various services, batches and cadres. The list of officers includes appointment of a new Special Secretary, several Additional Secretaries, and the empanelment-cum-posting of key IAS and Allied Service officers across various ministries and departments.

Key Postings: Special Secretary & DG Level

• Suchindra Misra (IDAS:1992) has been appointed as Special Secretary, Department of Commerce. To facilitate this, the ACC approved temporary upgradation of a vacant post of Additional Secretary to the rank and pay of Secretary to the Government of India.
• Lav Aggarwal (IAS: 1996: AP), Additional Secretary in the Ministry of Women & Child Development, has been shifted to the Ministry of Commerce & Industry as Director General, Directorate General of Foreign Trade (DGFT).
• Srikant Nagulapalli (IAS:1998:AP), Additional Secretary, Ministry of Power, has been appointed as Director General of Hydrocarbons in the Ministry of Petroleum & Natural Gas.

Changes at the level of Additional Secretary:

• Rabindra Kumar Agarwal (IAS:1997:KL) has been appointed as Chairman & Managing Director (CMD), Food Corporation of India (FCI).
• Ashutosh Agnihotri (IAS:1999:AM) has been posted as Additional Secretary, Ministry of Environment, Forest & Climate Change.
• Aneeta C Meshram (IAS:1996:UP),  currently with the Department of Fertilizers, has been shifted to the President’s Secretariat as Additional Secretary, replacing Rakesh Gupta (IAS:1997:HY), who has been shifted to the Ministry of Health & Family Welfare.
• Solomon Arokiaraj (IAS:2000:AP) has been moved from the Department of Economic Affairs to the Cabinet Secretariat as Additional Secretary.
• Shyamal Misra (IAS:1996:HY) has been appointed as Administrator (Digital Bharat Nidhi) in the Department of Telecommunications.
• Sonal Mishra (IAS:1997:GJ) has been shifted from Skill Development to take over as Chief Labour Commissioner (Central).

In-Situ Upgradations: Secretary & AS Rank

The ACC has also granted in-situ upgradations to several officers:

Asit Gopal (IFoS:1990:MP): Special Secretary & Financial Advisor, Ministry of Textiles.

Ramesh Krishnamurthi (IRS IT:1992): Central Provident Fund Commissioner (EPFO).

A total 13 officers were in-situ upgraded to the level of Additional Secretary that included Mukesh Mangal (ITS: 1992) in Shipping Ministry, Meenaxi Rawat (IES:1993) at BPCL, Archana Sharma Awasthi (IRS IT: 1994) in School Education, and Nitesh Kumar Mishra (ICAS: 1995) in Department of Youth Affairs.

Other Notable Appointments included:

• Ajoy Sharma (lAS: 1999: PB), Joint Secretary, Ministry of Labour & Employment, has been appointed as Additional Secretary in the same ministry by restoring the post to Additional Secretary level.
• Niranjan Kr Sudhansu (IAS: 2000: MH) has been appointed as Additional Secretary, Ministry of Skill Development & Entrepreneurship.
• Vandana Jain (CSS: 1991), Joint Secretary, Department of Health & Family Welfare, Ministry of Health & Family Welfare, has been appointed as Additional Secretary & Financial Adviser, Ministry of Culture.
• Nidhi Pandey (llS: 1991), Joint Secretary, Department of Atomic Energy, has been appointed as Additional Secretary, Department of Atomic Energy by restoring the post to Additional Secretary level.

• Ateesh Kumar Singh (IRTS: 1994), Joint Secretary, Ministry of Micro, Small & Medium Enterprises, has been appointed as Additional Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry by temporarily downgrading a vacant post of Special Secretary in the Department.
