Resentment of the IAS officers against the 360-degree method of empanelment of senior officers for GoI empannelment has been snowballing. While many officers have opted out of speaking against the policy lest it should invite the wrath of the government, many have dared to speak out against what they consider a partial and immature policy with many loop-holes which encourages witch-hunting. In a report filed earlier, Indianmandarins had highlighted how the MP cadre officials have taken a strong stand against the 360-degree empanelment process.
Last month, Himachal Pradesh government's Principal Adviser Vineet Chowdhry took the issue to the Chandigarh branch of Central Administrative Tribunal. After hearing his Advocate Nitin Kaushal's pleas alleging 360° assessment process arbitrary, opaque, discriminatory, unconstitutional, illegal, irregular and off-the-mark, and after going through the relevant documents produced by him, the Tribunal directed the Cabinet Secretary to the GoI to consider Chowdhry's representation made in June this year as well as any additional representation, if any, to be made by him within a month starting October 13 and pass a 'speaking/reasoned order' on the same within two months.
May it be recalled that even a parliamentary committee had adversely commented on the 360-degree selection process and advised the government to follow a transparent and legally-binding procedure.
