Because such a thing is said to have been not done in the last 69 years. In the context of Jain's exceptional extension of services, B.V.R. Subramanyam's (IAS:1989:CG) case is erroneously cited as an example. Subrahmanyam , who served as Manmohan Singh's private secretary (2004-2008) in UPA 1, returned from a three-year stint at the World Bank (2008-2011) to rejoin as joint secretary PMO (2011-2015). In official circles, it's argued that the PS to PM posting is not counted towards CSS. Similarly, the World Bank is also discounted towards the calculation of services under the CSS. Hence, Subramanyam's term with the PMO didn't see any deviation from the established procedure. While serving under central staffing scheme (CSS) tenure beyond five years is said to be a rarity, consolidated guidelines on central deputation (December 2008) make it clear that for a 'five plus two years' tenure it needs a combination of CSS & Non-CSS post. On the other hand, those who know the affairs say (citing some inferences) that aforesaid guidelines may not be applicable to Cabinet Secretariat and PMO. Clearly, Jain's extension does not fit into this explanation, and hence an exception was clearly made in extending his services.
