PM Narendra Modi launched Jal-Shakti Abhiyan on July 01, 2019. Reportedly 256 districts (1592 blocks) have been identified as water stressed.

Reportedly, the very next of the launch of Jal-shakti Abhiyan, NITI Aayog convened a meeting/orientation-program of concerned officers which was addressed by P Parameshwaran Iyer, Secretary, Drinking Water & Sanitation. The agenda of the meeting reportedly, made NITI’s intent clear that it aspires to take lead in the implementation of PM’s Jal-shakti Abhiyaan.

It may be mentioned that of 256 water-stressed districts, 23 are Aspirational Districts under NITI Aayog’s Aspirational Districts Program. Additional Secretary/Joint Secretary level officers from various ministries and departments are appointed as ‘Central Prabhari Officers’ to oversee the implementation of the program.

To facilitate better and effective implementation of Jal Shakti Abhiyaan, NITI Aayog has reportedly appointed 23 ‘NITI Aspirational District Officers-in-charge’ who will coordinate and drive the Abhiyan under the guidance of Central Prabhari Officers and NITI officials. These 23 NITI Aayog officials comprise of 04 Joint Adviser level officers, 04 Director level officers and 15 Deputy Secretary level officers.

It means that 23 districts will have the benefit of a double-layered supervision team comprising ‘Central Prabhari Officers’ overseeing Aspirational Districts’ (AS/JS level) and ‘NITI Aspirational District Officers-in-charge’ officers at Jt Adviser, Director & DS level.
