Amarinder Singh becomes the chief minister, through the filing of an appeal against the CAT order, senior Punjab IAS officer Himmat Singh (IAS:1980:PB) filed a caveat in the High Court and CAT on Friday. Singh, scheduled for retirement in August this year, considered close to Capt Amarinder Singh, recently got the Central Administrative Tribunal (CAT) to set aside "politically motivated" proceedings against him. The action against him was seen as a move to fix him before the caretaker SAD-BJP government is replaced by Congress government. Meantime, many civil servants in the state have started their PR exercise with emerging top guns.
