New Delhi (28.05.2025): The Appointments Committee of the Cabinet has effected a major reshuffle of Joint Secretary level posts at the Centre. The names and posts of these officers are as follows:

1. Anbalagan P (IAS: 2004: CG) has been appointed as Joint Secretary, Department of Agriculture & Farmers Welfare for a tenure of five years vice Yogita Rana (IAS: 2003: CG).
2. Sanjay Kumar Agarwal (IAS: 2002: BH) has been appointed as Joint Secretary, Department of Agriculture & Farmers Welfare for a tenure of five years vice Muktanand Agarwal (IAS: 2008: RJ).
3. Muthukumarasamy B (IAS: 2007: UP) has been appointed as Joint Secretary, Department of Animal Husbandry & Dairying for a tenure of five years vice Chauhan Sarita Chand (IAS: 1999: UT).
4. Sandeep Raj (IRS IT: 1998) has been appointed as Joint Secretary & FA, Department of Atomic Energy for a tenure of five years by temporarily downgrading the vacant post of AS & FA vice Rajeev Kumar Mital (IAS: 1998: MH).
5. Alarmelmangai D (IAS: 2004: CG) has been appointed as Joint Secretary, Ministry of AYUSH for a tenure of five years vice Bhavna Saxena (IPS: 1996: AP).
6. Nishtha Upadhyay (IDAS: 1999) has been appointed as Additional CEO, GeM (Government e Marketplace), SPV (Special Purpose Vehicle), Department of Commerce for a tenure of five years vice Prakash Mirani (IRSS: 1989).
7. Vrunda Manohar Desai (IRS IT: 2003) has been appointed as Additional DGFT, (Directorate General of Foreign Trade), Delhi, Department of Commerce for an overall tenure of five years i.e. up to 12.04.2027 vice Gangadhar Panda (IRS IT: 1993).
8. Raman Kumar (IAS: 2009: BH) has been appointed as Joint Secretary, Ministry of Cooperation for an overall tenure of five years vice Pankaj Kumar Bansal (IAS: 1997:TN).
9. Ishita Ganguli Tripathy (IES: 1999) has been appointed as Joint Secretary & Add. FA, Ministry of Defence for a tenure of five years Rajesh Sharma (IDAS: 1992).
10. Manisha Chandra (IAS: 2004: GJ) has been appointed as Joint Secretary, Department of Defence Production for a tenure of five years vice Jayant Kumar (IRSME: 1996).
11. Meera Mohanty (IAS: 2005:  HP) has been appointed as Joint Secretary, Department of Defence Production for a tenure of five years vice Shalabh Tyagi (IRSEE: 1997).

14. Ajit Kumar (IAS: 2006: KL) has been appointed as Joint Secretary, Ministry of Electronics & Information Technology for a tenure of five years vice Amitesh Kumar Sinha (IRAS: 1997).
15. Amod Kumar (IAS: 1995: UP) has been appointed as Joint Secretary, Ministry of Electronics & Information Technology for an overall tenure of five years up to 13.12.2026 vice Sanket S Bondve (IAS: 2007: MP).
16. Sumita Singh, CSS, has been appointed as Joint Secretary, Department of Empowerment of Persons with Disabilities for a tenure of five years by temporarily upgrading a vacant post of DS/Director level to Joint Secretary level in the same Department for a period of two years.
17. Chinmay Pundlikrao Gotmare (IAS: 2009: AM) has been appointed as Joint Secretary, Department of Expenditure for a combined tenure of seven years i.e. up to 12.04.2028 by temporarily upgrading the post of Director to Joint Secretary for a period of two years.

20. Umesh Balonda (IRSSE: 1997) has been appointed as Secretary, NCAHP (National Commission for Allied & Healthcare Profession), Ministry of Health & Family Welfare for a tenure of five years vice Arvind Kumar, CSS.
21. Smita Srivastava (IRSEE: 1997) has been appointed as Joint Secretary, Department of Higher Education for a combined tenure of seven years upto 29.07.2025 by temporarily upgrading the post held by the officer from Director level to Joint Secretary level.
22. S Rakesh Kumar (IFoS: 2003: UT) has been appointed as Advisor (JS level), NDMA (National Disaster Management Authority). Ministry of Home Affairs for a tenure of five years vice Vinod Kotwal (IP&TA&FS: 1994).
23. Vinay Kumar Singh (IRS C&IT: 1997) has been appointed as Financial Advisor (JS level), BSF (Border Security Force), Ministry of Home Affairs for a combined tenure of seven years i.e. up to 16.12.2027 vice Sanjay Upreti (IRAS: 1990).

27. Milind Dharmao Ramteke (IAS:2009: TR) has been appointed as Joint Secretary, Ministry of Micro, Small & Medium Enterprises  for a combined tenure up to 07.01.2026  by temporarily upgrading the post of Director to Joint Secretary.
28. Bagadi Gautham (IAS: 2009: KN) has been appointed as Professor (Public Administration), (JS level), LBSNAA, Department of Personnel & Training  for an overall tenure of five years up to 25.05.2028 against a vacant post of Professor of Public Administration (Non-CSS post at JS level) in LBSNAA.
