New Delhi (18.06.2026): As the NaMo 3.0 administration completes two years, a major Union Cabinet overhaul is imminent, with 38 portfolios likely to be reshuffled through ministerial exits, lateral shifts, and new inductions.
The structural blueprint hinges on key political calculations: rewarding West Bengal for delivering a resounding victory to the BJP, strategically preparing for crucial 2027 assembly elections in Uttar Pradesh and Punjab, and laying the groundwork for the 2029 Lok Sabha elections.
Another Rabbit Out of Modi’s Hat?
A major architectural overhaul could merge the Ministries of Railways and Road Transport into a unified surface transport ministry. Structurally, the Cabinet may also see the induction of senior former bureaucrats.
Crucial portfolio shifts are rumoured: Commerce Minister Piyush Goyal is tipped for Finance, while Railways Minister Ashwini Vaishnaw could take over Commerce or Finance. Concurrently, ambiguity remains over whether the incumbent Finance Minister Nirmala Sitharaman will be moved to an organizational role within the party or assigned another portfolio.
Ministers Likely on Their Way Out:
A Union Cabinet restructuring will see at least four ministers exit, driven by electoral accountability and organizational mandates.
The fates of George Kurian and Ravneet Singh Bittu were sealed following poor electoral performances in their home turf elections in Kerala and Punjab, respectively. By denying both leaders Rajya Sabha nominations, the BJP central leadership has signalled the end of their ministerial tenures.
Additionally, compliance with the party’s strict "one man, one post" principle will drive two more departures. Minister of State (MoS) Harsh Malhotra, newly appointed as Delhi BJP President, and MoS for Finance Pankaj Chowdhury, who has taken charge as the Uttar Pradesh BJP chief, will both be divested of their ministerial portfolios to focus entirely on their crucial state organizational roles.
Trimming the "Deadwood":
With two top positions with Tribal leaders from Odisha (M C Majhi as CM and Droupadi Murmu as the President of India) the political necessity of retaining another tribal leader from the state, Jual Oram, has diminished. He is highly likely to be dropped.
Similarly, Minister Pralhad Joshi may be replaced by a younger leader from Karnataka. In Madhya Pradesh and Jharkhand, Durga Das Uikey and Sanjay Seth face potential exclusion, with Jharkhand anticipating a fresh tribal face. Despite persistent opposition demands for the Education Minister’s removal, the government is expected to grant a reprieve, adhering to its policy of not buckling under external pressure, regardless of the narrative.
The New Inductees in Comparison:
As ministerial exits loom, discussions over potential inductees have intensified. Tarun Chug (Rajya Sabha MP from MP), is a frontrunner to replace Ravneet Singh Bittu, serving as a prominent Punjabi Hindu face to consolidate the party's voter base in Punjab.
Following Harsh Malhotra’s shift to the Delhi state leadership, Kamaljeet Sehrawat is tipped to replace him to ensure Delhi’s representation in the Union Council. Anticipating the crucial 2027 UP Assembly elections, prominent Jat leader and former MoS Agriculture Sanjeev Balyan may return to the ministry.
Meanwhile, former Basti MP Harish Dwivedi remains in circulation despite currently lacking parliamentary membership. From Chhattisgarh, Vijay Baghel and Rup Kumari Choudhary are key contenders, with Choudhary emerging as the dark horse.
A Field of Dark Horses:
To counter Mayawati’s BSP Jatav vote bank ahead of the 2027 Uttar Pradesh Assembly elections, the BJP is planning strategic Dalit outreach. For these crucial caste calculations, Shahjahanpur MP Arun Kumar Sagar is a strong ministerial contender. Similarly, five-term Lok Sabha MP Jai Prakash Rawat and Hathras MP Anup Valmiki, a powerful Dalit leader with a robust organizational track record, are being seriously considered for berths.
West Bengal and Jharkhand Calculations:
West Bengal remains a top priority for the BJP to consolidate voter bases secured from the TMC, positioning Purulia MP Jyotirmay Singh Mahato as a frontrunner for a ministerial berth. Concurrently, rumours suggest the NDA is planning a major political push in Jharkhand to displace the I.N.D.I.A. bloc government. While former Chief Minister Arjun Munda is viewed as the ideal choice to helm the Tribal Welfare Ministry, his current lack of a parliamentary seat remains a tactical challenge.
Shiv Sena’s Hard Bargain:
The most intriguing prospective appointment is Shrikant Eknath Shinde, MP and son of Maharashtra Deputy CM Eknath Shinde, as Shiv Sena lacks Union Cabinet representation. With the Shinde faction reportedly eyeing defections from Shiv Sena (UBT), their leverage is rising. The BJP aims to secure every MP's loyalty, keeping a futuristic eye on passing the crucial Delimitation Bill through Parliament.

Devendra Fadnavis may be brought to Delhi as Cabinet minister. The upcoming Union Cabinet reshuffle may see Maharashtra CM Devendra Fadnavis transitioned to the Centre, a move political insiders view as a strategic power alignment. Meanwhile, the scale of the impending overhaul remains tied to two vital portfolios: Petroleum & Natural Gas and Education. While a minor recast will leave these ministries untouched, a major structural shake-up will see both critical verticals undergo a complete leadership reset.
