bjp-mp-takes-pmo-by-surprisePrime Minister Narendra Modi has been personally involved in the foundation-laying ceremonies of NDA's ambitious pan-India AIIMS projects. Recently he visited Bilaspur (Himachal Pradesh) to participate in the ceremonial function. Earlier, he had visited Gorakhpur (UP) and Nagpur (Maharashtra) in this connection. So the PMO is said to have been thunder-struck when Godda (Deoghar is part of this constituency) BJP MP Nishikant Dubey conducted the 'bhoomi pujan' ceremony on his own on October 06 for the AIIMS allotted to the pilgrimage city. If some top sources are to be believed the MP's act was totally unilateral and militates against the normal procedure followed in this regard. Till now, the pilot ministry (MoHFW) coordinates with the PMO before finalizing the plan for the foundation-laying ceremony. It is said that Dubey, because of his political rivalry with Ashwini Choubey, newly inducted MoS for Health & Family Welfare, didn't keep him in the loop. Automatically, the PMO also got sidelined in the process. It is said that Dubey had taken a prior go-head, though informally, from Jharkhand Chief Minister Raghubar Das of what he planned to do.   On October 06, to make the Deoghar AIIMS project look like his personal contribution, he took the contractor of the project, to the project site where a public stage was set up with beaming photographs of the PM, the state CM and of course, of his own. Surprisingly, it was the failure of the HSCC top officials (a Central PSU responsible for the Deoghar AIIMS project) that they did not have any clue of any such 'ground breaking ceremony' of the project. Keeping in view the above a question being asked in this context is whether Dubey got the permission of the PM and the state CM for displaying their photographs. It is worth underlining that Chaubey had been aspiring to take credit and play a lead role in the event. Had Deoghar AIIMS project witnessed PM Modi's presence, as in the case of Bilaspur, Gorakhpur & Nagpur projects, it would have fulfilled his wish appropriately. But, now Dubey wanted to take the full credit for the project as Godda MP (Deoghar falls within his constituency). How else could one explain his unilateral act of holding the 'bhumi poojan' ceremony?
