For last few weeks many senior bureaucrats have been quite vigilant though perplexed while preparing the set of documents and presentations meant for their masters. Reportedly, this is for the ever first-time when ministers are giving presentation (report-card on developments and achievements) to PM Narendra Modi in the absence of subordinate bureaucrats. Reportedly, PMO had made it sure that ministers do not bring any officer with them to assist during the presentation to PM. While preparing documents (report-cards) secretaries and joint secretaries took special attention to keep the data, statistical tools etc were compatible to the competence of their ministers.
