mha-warns-agmut-officers-against-cancelling-transfer-orders Taking note of instances of lobbying by officers of AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) cadre to cancel their transfers, the Union Ministry of Home Affairs (MHA) issued an advisory reminding the officers of the "aim of joining the service" and to avoid "developing vested interests". The subject of the advisory, addressed to the Delhi government chief secretary, read - "Extraneous pressure/influence brought by certain officers of AGMUT cadre for cancellation of transfer orders approved by Joint Cadre Authority (JCA)". The communication stated, "Of late, it has come to the notice of the competent authority that some IAS/IPS officers of AGMUT cadre - who are to be transferred from one segment to the other - are putting "extraneous pressure" for cancellation of their transfer order… Competent authority has taken a serious view… If any such incident comes to the knowledge of the MHA… adverse entry shall be made in his/her service record." It added, "Transfers approved by the JCA should be followed so that officers get exposure of working in different organisations, ensuring their overall growth". The letter assumes significance as a few IAS officers in the capital are to be transferred soon. "The MHA advisory was sent towards the end of April. But the Delhi government circulated it on May 20, just as a few IAS officers are to be transferred," said a source. The advisory has been forwarded by the Services department to all IAS officers of AGMUT cadre in the capital. The advisory added that "guidelines for transfer/posting of IAS/IPS officers of joint AGMUT cadre, 2010, states that orders once issued after due consideration will be strictly enforced". "Disciplinary action may be initiated against those officers who place extraneous pressure for cancellation of the transfer orders. Guidelines issued by the Department of Personnel and Training in 2015 provides that attention in this connection is also invited to the provision prohibiting government servants from bringing outside influence in matters pertaining to service," stated the communication. "Representations from government servant will also be treated as outside influence," it added.
