Maharashtra is seen suffering from an acute shortage of IAS officers in critical positions. Consequently, many officers have been overburdened with additional responsibilities.

Even though it is a drought year, it doesn't have an agriculture secretary for the past five months. Additional Chief Secretary (Housing) Sanjay Kumar has also been given the additional charge as Home Secretary. The state has also gone without a full-time cooperatives commissioner for a few months now. Sources say with several top men overburdened with multiple profiles, the pace of work has taken some beating.
