As many as 160 posts of Principal Chief Commissioner Income Tax (PCIT) are vacant in Central Board of Direct Taxes (CBDT), even as the CBDT has to meet a target of collecting Rs 8.47 lac crores in the current fiscal year 2016-2017. The task requires the full-strength of senior management in the rank of PCIT because it is PCITs who are given the responsibility of achieving revenue collection targets. As for example, too many posts of PCIT are vacant for over a year in Mumbai which is considered a major tax collection center in the country. There, many officers are holding 3-4 additional charges in different ranks.
The crippling level of vacancy in the rank of PCIT may hamper the functioning for two reasons: the fiscal year is set to enter the final quarter (Jan-Mar) and secondly, CBDT has a mammoth task to accomplish in the aftermath of demonetization (raid, search, complaints, and serving of notice to major depositors).
The deficiency in the rank of PCIT hampers the functioning also because hundreds of IRS officers, holding 3-4 additional charges of CITs & PCITs, are forced to function as their senior also which promotes a conflict of interest.
