The appointment orders of Joint Secretaries on May 09 appeared a routine one but somehow it drew the attention of many in the power corridors. It triggered murmurings over the new emerging pattern in the manpower (senior management) planning of the MHA.
Three berths of Joint Secretary for the IPS cadre in the MHA are seen as rather unusual. Earlier, one or two IPS officer in MHA as Jt Secretary was common but making a big departure from the past on May 09 a third JS berth was given to Sudhir K Saxena (IPS:1987:MP) vice Sailesh (IAS:1985:AM).
In recent decades only two top posts were given to IPS officers. Usually Joint Secretary (Left Wing Extremism) post is given to an IPS officer whereas another top post of Special Secretary, Internal Security (SS, IS) is a DG level post which is encadred for IPS. Except these two hardly there was a third post ever given to IPS cadre. But the latest few appointments appears a big departure from the past.
Take a look on the previous appointment of IPS officers as JS in MHA. Praveen Vashisht (IPS:1991:BH) on 16 December 2015 year was appointed as Joint Secretary, MHA Vice Rakesh Singh (IAS:1989:KN) by cancelling the ACC order dated December 03, 2015 which appointed Vashisht as JS, Mines.
Prior to Vashisht, Satyendra Garg (IPS:1987:UT) got a Joint Secretary berth in the MHA on 02 November 2015 vice Shambhu Singh (IAS:1986:MN).
If the latest buzz about S N Pradhan's (IPS:1988:JH) appointment as successor to M A Ganpathi (IPS:1986:UD) as JS turns out to be true, it would further confirm the view that the IPS cadre is on the ascendance in the MHA.
Making more avenues for IPS officers in a ministry which controls the IPS cadre is somewhat worth noticing as it has future implications as well.
