Indianmandarins has learnt that the countdown has started for appointment of a new Chief Secretary to the Govt of Jharkhand. And it’s likely that Udai Pratap Singh (IAS:1984:JH) may replace Rajiv Gauba (IAS:1982:JH) as Chief Secretary to the Govt of Jharkhand by the end of this month. Gauba has fare chances to be appointed as Secretary in Govt of India this month.
As many as four officers are said to be in the race namely; Raj Bala Verma (IAS:1983), Narsingh Narayan Pandey (IAS:1983), Udai Pratap Singh (IAS:1984) and Amit Khare (IAS:1985). N N Pandey has only nine months in hand as residual service. Ms Raj Bala has age on her side but insiders say she has fewer chances to emerge as the first choice of CM.
Though like Pandey and Raj Bala, Amit Khare too has the right mix of competence and credibility, the dispensation would find it difficult to bypass many seniors at a time when Smita Chugh (IAS:1980) is set to repatriate from GoI shortly.
Some well-placed sources see Udai Pratap Singh as the first choice of Jharkhand CM for the coveted job. This report is further substantiated by the fact that Govt of India on December 22, 2015 appointed U P Singh as Additional Secretary, Tourism (Vice Girish Shankar, IAS:1982) but Jharkhand CM did not relieve him from the state to move to the centre. In addition, CM’s trust in Singh is supported by the fact that he holds three strategically important posts Investment Commissioner, Principal Resident Commissioner and Additional Chief Secretary, Industries.
