Catch 89 for IRS (IT) officers: 1988 & 89 batches skeptical about empanelment

The 1988 & 1989 batch IRS (IT) officers have been facing these days a peculiar situation which many describe as a ‘Catch 89’ situation.
Even though the countdown for empanelment to Principal Commissioners (IT) started with the DPC on 26 July, the officers concerned are highly skeptical whether it would be cleared before the empanelment of 1989 batch of IAS as Additional Secretary in Govt of India which is in the midway through the decision-making process and may take couple of months.
It is learnt that in addition to 1988 batch officers, approx 49 officers from 1989 batch are also in the run. Those in the know of the affairs say that post-DPC the file still lies with DOPT and may be delayed. Does it mean that 1988 & 1989 batch IRS (IT) officers’ waiting period may be prolonged?
