Whenever and wherever a special provision is made for Chief Principal Secretary to a Chief Minister, there is always a chance for the Chief Secretary to lose his importance. This was visible when Punjab Chief Minister, Captain Amarinder Singh, spent the entire week in Delhi last week.
Suresh Kumar (Retd IAS:1983: PB) has been in full command of Punjab bureaucracy as Principal Chief Secretary to CM Amarinder Singh. Usually, the Chief Secretary accompanies the CM while meeting the Prime Minister or meetings at Niti Aayog. But those in the know of the affairs say that it was PPS Suresh Kumar and not the CS Karan Avtar Singh (IAS: 1984: PB) who accompanied the CM to the meetings with the PM & Niti Aayog officials last week.
In the system, those who wield power in personnel management, tend to acquire critical power in the functioning of the state and the Center. It is a well-known fact that in Punjab, it is Suresh Kumar who calls the shot when it comes to top appointments. It is said that the CM hardly goes through what he takes to the CM for approval. Clearly, Suresh Kumar has emerged as what K Kailsahnathan was as PPS to the former Gujarat CM Narendra Modi.
