As Indianmandarins had reported earlier, the outgoing Chief Secretary to the Government of Uttarakhand Shatrughan Singh (IAS:1983:UD) has been appointed as Chief Information Commissioner in the State IC. Fifty-two days prior to his scheduled retirement, the tide of fortune has apparently turned in his favor. Though it is not clear as yet whether he will take up the new assignment after his retirement or quit the CS post to assume the charge of CIC. But power corridors are abuzz that CM Harish Rawat has identified the officer to function as next CS. Singh earlier served in the PMO as Additional Secretary. From there, he was laterally shifted to the Dept of Industrial Policy & Promotion under Ministry of Commerce & Industries. Later he was repatriated to Uttarakhand and made its Chief Secretary. Before he retires on 31st December 2016, he has got this coveted post of CIC.
