The inordinate delay in the appointment of OP Singh as UP DGP is seen as a strong message to not only the UP CM but also to all other CMs of BJP-ruled states that they should not take the PM and the PMO for granted in the appointment of officers of their choice. The logic is simple: since Naren Modi has the ultimate responsibility for ensuring the fortune of the party in the BJP-ruled states as well as in the 2019 National Election, he must be consulted and his views taken seriously while making critical appointments.
Yogi did exactly the opposite and was made to hang like Trishanku for 20 days - losing in the process much of the aura of his authority.
But he has no valid political or administrative reason to grumble.
For a long time, the Sangh and the BJP have been trying hard to claim Ambedkar's inheritance. And that was one of the prime reasons why a passionate, intelligent, articulate, and convincing Hindutva supporter like Arun Shourie was not accommodated in the NaMo's scheme of things. Having written a book against Ambedkar 'Worshiping False Gods,' Shourie had disqualified himself for the NDA-2 government which faced from its birth hostile and belligerent secular and Dalit champions embedded deep inside the establishment.
OP Singh's 'deliberate' act of disappearance from the State Guest House where SP MLA goons tried to disrobe Mayawati in the nineties (she was then saved by the strong stand of a handful of BJP MLAs clashing with SP goons) was therefore seen in the PMO as a point of provocation for the so-called Dalit community that may impact BJP's increasing influence in the community and provide Mayawati with a highly evocative and emotional issue.
But with the Rajput community conceding its leadership to the Karni Sena that has been threatening to mobilize its voters against the BJP, the PMO is also seen as buying peace with Yogi by finally clearing his nominee as the state DGP. The objective may be to leverage Yogi against the Karni Sena - particularly in Rajasthan where BJP is seen losing its grip not only because of the Karni Sena but more because of the 'Maharani' style of administration.
So a temporary truce was called between the PMO and Yogi.
But the truce may last or get extended only if Yogi is able to significantly contain and neutralize the Karni Sena. If the latter fails in this job, his utility may be reconsidered and a question mark may arise over his continuation as the UP CM - maybe much before the 2019 National Election.
