Sanjeev Chaturvedi (IFS:2002:UD) on 11th May 2017 secured an outstanding Annual Performance Appraisal Report (APAR) rating of 9.5 out of 10 in his cadre state of Uttarakhand, but on 30th December 2016 he was given APAR rating of 01 out of 10 by a deplorable Union Minister in his capacity as accepting authority and the then Dy Director Administration of AIIMS (New Delhi) V Srinivas (IAS:1989:RJ) as his 'Reporting Authority'. May it be noted that Chaturvedi served as CVO and Dy Secretary in AIIMS before shifting to Uttarakhand where he was posted as Conservator of Forest at a training institute in Haldwani.
Out of 15 APARs, Chaturvedi's 1st to 13th ACRs were rated 'Outstanding' but his 14th APAR written on 30th December 2016 rated him 'Poor'. The irony may well be seen in the fact that the APARs written in a space of mere four months (in the very financial year) gives the officer 'Zero out of Ten' and 'Nine out of Ten'.
As per DOPT Rule APAR marking between 01 and 04 is valued 'Zero' and rated as 'Poor'; marking between 04 and 06 is valued 'Five' and rated as 'Good'; marking between 06 and 08 is valued 'Seven' and rated 'Very Good' whereas marking between 08 and 10 valued 'Nine' and rated as 'Outstanding'.
By giving a 'Zero' rating followed by 13 consecutive 'Outstanding' rating, the authorities have done nothing but exposed themselves to the charge of pathological malice and whimsical attitude against an honest officer.
What the ministry did to Chaturvedi is not something new for him. Earlier, when he served in Haryana, the then Hooda Govt had also rated him with 'Zero' APAR for the FY 2010-11 and 2011-12, but the then President of India had restored it to 'Outstanding' by using the extraordinary powers to review the APAR of an All India Service officer.
The APAR written on 11 May 2017 by Uttarakhand Govt (S Ramaswamy, Chief Secretary, the accepting authority for APAR) reads:
'Sanjeev Chaturvedi' is a renowned officer of international repute, awarded with Raman Magsaysay Award, 2015 for emergent leadership. He is a committed and hardworking officer with good leadership quality. He has the ability to take quick and appropriate decisions and he is also able to guide and direct his subordinates in an effective manner. He is always willing to share new responsibilities with whole-hearted commitments. After joining in Research wing of Uttarakhand Forest Deptt in December 2016, he has done a comprehensive review of all the existing experiments, visited all his territories, and prepared a road map of works to be done by the research wing. He has decided to initiate new and relevant experiments in climate change, preservation, and development of nursery techniques for endangered and rare species and studies of energy plantation. He has a good hold and mastery over office works and has equal control over field forestry.
His attitude towards the weaker sections of society is sympathetic and positive.He has a strong belief in the necessity of good governance for achieving development, poverty alleviation and delivering services to the poor, weaker and marginalized sections of the society."
