The appointment of Sunil Arora, a 1980 batch Rajasthan-cadre IAS officer, as Election Commissioner on August 31 is seen as a temporary measure. It is widely believed that he may see himself promoted as chief election commissioner when the post falls vacant.
In 2014, almost a decade after he was shunted back to his home cadre of Rajasthan by UPA -1, Sunil Arora returned to the Central service in the NDA-2 regime despite having temperamental and policy differences with NDA-1 ministers Rajiv Pratap Rudy and Shahnawaz Hussain.
A former Chairman and Managing Director of Indian Airlines (IA), and a Secretary in the Ministry of Information and Broadcasting, Arora was made Secretary in the Ministry of Skill Development by the NaMo administration.
His past and present colleagues consider him a no-nonsense officer and stickler for rules.
