A little before the outbreak of COVID-19 gripped other Europe and India, a Union Secretary was supposed to undertake a foreign visit to an European country and expected to see the Indian High Commissioner there. Joint Secretary level officers started gauging prospects. They explored avenues as how the Secretary could be facilitated at the Indian Embassy. The Indian Ambassador, reportedly, did not show appetite for even lunch or dinner at the embassy’s canteen. Interestingly, the Secretary in question is not even considered among ambitious lot nor counted among high fliers. When the matter came to a senior IAS officer, he was amazed and dismayed as well. He made a remark that after all a Govt of India Secretary deserved to have a minimum courtesy from such offices showing solidarity on foreign land. Another senior IAS made a remark that gestures of indifference if flagged to the top authority’s office could invite the ire against the foreign offices.
