Speaking at a workshop, the first-ever of its kind, I & B minister Arun Jaitley asked his ministerial colleagues not to shy away from media and cautioned the bureaucrats against propaganda. He said that every minister may not be, to the same level, familiar with the art of dealing with the media. They should try to be articulate with the media as we live through the media and communicate with people through the media.
For bureaucrats he said that there is a difference between propaganda and information. Your job is not propaganda. Your real job is to put forth government-centric information. He advised bureaucrats to be careful and said even contrarian views should be expressed as part of an honest decision-making process of the government. Even without becoming the face of the government they could provide much information which would interest a large number of people.
