Will R N Chaubey replace Watal as Secretary, Expenditure?

In past few days there has been buzz in the air that the incumbent Civil Aviation Secretary Rajiv Nayan Choubey (IAS:1981:TN) may be next Expenditure Secretary vice R P Wattal. If the buzz comes true, it would only prove that a constant change of guard in Civil Aviation Ministry has become a norm. Chaubey was appointed Civil Aviation Secretary on June 2, 2015 after V Somasundaran’s (IAS:1979:KL) departure. Chaubey has still three years years as residual service.
The outgoing Expenditure Secretary, Ratan P Wattal (IAS:1978:AP), will complete his extended tenure on April 30 this year. In view of budget session of parliament, Watal was given two months extension beyond February 28.
Reportedly, Chaubey is seen not as the most favored choice of Finance Minister Arun Jaitley in the expenditure department. However, one has to wait to see what finally trnaspires.
