Why Arvind Ray (Prl Secy, GAD) shunted out to Mizoram?

With the appointment of Ms Shakuntala Gamlin as Chief Secretary of Arunachal Pradesh, the transfer of Arvind Ray (IAS:1984:UT) from Delhi (GNCTD) to Mizoram is a foregone conclusion. Currently Ray is serving as Principal Secretary, General Administration in Govt of Delhi.
The Centre is said to believe that Ray has been a beneficiary of AAP Govt. Dating back to May 2015, the Centre took it as an act of defiance after AAP Government appointed Arvind Ray (in May 2015) as Principal Secretary, GAD, bypassing Lt Governor Najeeb Jung. The order to appoint Ray was issued by Rajendra Kumar (IAS:1989:UT) in his capacity as Principal Secretary (Services) even though Kumar’s appointment to the post was declared “void” by Jung.
The charge of GAD and Services were given to Kumar after Anindo Majumdar (IAS:1985:UT) was divested of both the responsibilities (by the AAP Govt). Majumdar was punished by AAP for issuing the appointment order of Shakuntala Gamlin as acting chief secretary of Delhi.
Rumors have it that Gamlin’s appointment as CS Arunachal is being seen as a reward whereas Ray’s transfer to Mizoram as punishment against what happened in May 2015.
