Despite the immense potential to generate huge revenue for railways by way of non-tariff measures, the Railway Land Development Authority (RLDA) has been contributing little. Primarily it earns by means of Multi Function Complex (MFC) at railway stations and leasing of Commercial Plots for housing & commercial purposes.
Through the leasing of commercial plots, RLDA earned nil in 2016-17 whereas it had generated Rs 90 lacs and Rs 3.40 Crs in FY 2015-16 and 2014-15 respectively. Under the head of MFC, it earned Rs 17 Crs, Rs 29 Crs and Rs 21 Crs in FY 2016-17, 2015-17, and 2014-15 respectively.
It is believed that RLDA has a huge potential to earn as much as Rs 5000 Crs as It has 43,000 hectares of vacant land which is not required for operational purposes in the foreseeable future.
