Is DoPT overburdened?

The DoPT does not seem to be in control of its actions. After the ACC approved the appointment of T Chokalingam as Director (Finance) BHEL in the first week of February he joined at BHEL HQ on February 08, 2016. Further on February 11, 2016 Chokalingam took over the charge of the assigned job. He is now integral part of the BHEL board.

But on February 18, 2016, DOPT issued an order. “The Appointments Committee of the Cabinet (ACC) has approved the proposal for entrusting additional charge of the post of Director (Finance), Bharat Heavy Electricals Limited (BHEL) to Shri D. Bandyopadhyay, Director (HR), BHEL for a period of six months w.e.f. 01.01.2016, or till the appointment of a regular incumbent, or until further orders, whichever is the earliest.”

How does one explain this anomaly? Is the DoPT overburdened, or has it all of a sudden flooded with too many issues of transfers and postings? Even in the worst days of the UPA-2, this sort of freaky things rarely occurred.
