IGNOU Vice-Chancellor M Aslam, who is facing an inquiry for alleged mismanagement of the university, has got a temporary relief: the Central Information Commission (CIC) has issued a show cause notice to the Ministry of Human Resource Development and the Public Information Officer (PIO) for refusing to give him access to the inquiry report.
The MHRD initiated an inquiry against Aslam on allegations of “various shortfalls, irregularities and excessive action committed by IGNOU” between October 2011 and November 2014. He filed an RTI application in 2014 seeking a copy of allegations on the functioning of IGNOU, and a second RTI application in November 2015 seeking a copy of the inquiry report sent to the President.
Information Commissioner M Sridhar Acharyulu, in an order issued Tuesday, said that the “deliberate inaction” of the PIO and MHRD in submitting the report of the inquiry conducted on the allegations against Aslam was “illegal and unethical”.
“It is not proper to delay action and deny information to the appellant. The MHRD should have shown some respect to the appellant vice-chancellor, at least to his age, education and eminence, complied with their own undertakings before the Delhi High Court, and fulfilled their obligations under Right to Information Act,” said the order.
