The department of Personnel and Training (DOPT) has been constrained to clarify on their website (on March 08, 2015) that Grade A CSS officers can be placed under suspension only with the approval of the Minister in charge of the DoPT. Though the DoPT does not quote any specific incidence, it just made a reference that it has come to their notice that an officer was placed under suspension without referring the matter to DOPT Minister. Power corridors are abuzz with the gossip as to what compelled DOPT to issue this order.
Indianmandarins has learnt that DOPT had to reiterate the rule, notified at different intervals of time, in view of a decision which lacked propriety and homework on part of the Ministry of Labour and Employment. Reportedly the ministry placed a Dy Secretary rank officer under suspension at the specific direction of the Minister in charge Bandaru Dattatreya who recently was in the eye of a storm over the suicide of a student of University of Hyderabad. The case may suggest that Bandaru really lacks good advisers and does things in haste without going into the nitty-gritty of an issue.
