Indianmandarins has reliably learnt that the SCOS meeting is being held at 3.30 pm today to discuss report of expert panel on review of 1983 & 1982 batch IAS officers as Secretary. Reportedly, there will be separate meeting for 1986 batch review empanelment in the last week of November.
It may be recalled that immediately after the empanelment of 42 IAS officers as Secretary (including 11 equivalent to secretary) belonging to 1983 batch took place on July 18, 2016, the PMO approved the review of procedure for the 360-degree method of selecting candidates for the posts of secretaries and additional secretaries. Reportedly, the Cabinet secretariat figured out quite early that the method had resulted in the exclusion of a number of deserving candidates. Under the reviewed procedure, more questions have been added and the sample size of respondents increased to 10 to get a better average picture.
The 360 review panel had reportedly submitte its report in the third week of October which comprised of former CVC Pratyush Sinha (IAS:1969:BH), former Disinvestment Secretary A K Jain (IAS:1970:UP); former Finance Secretary Ms Sushma Nath (IAS:1974:MP); former Finance Secretary R P Wattal (IAS:1978:AP) and former Petroleum Secretary and full time Member of 7th Pay Commission Vivek Ray (IAS:1978:UT). The final roud of the meeting today is expected to clear the names for empanelment as Secretary & Secretary-equivalent.
It is believed that seven IAS officers from 1983 batch and three from 1982 are in the consideration zone and the reviewed 360-degree method would be applied to examine their empanelment prospects. Reportedly, the same may also be applied to the review of 1985 and 1986 batch empanelment of Additional Secretaries.
